superstorm sandy. to alison kosik live for us in new york at the stock exchange. what are you learning? >> what are we learning? gosh, what we learned that sandy did quite a number on new york city, and now the damage estimates are tallied up and new york city's mayor michael bloomberg is asking the federal government for $9.8 billion, with a b, $9.8 billion to help in the recovery. follow me here. that's after starting with the city's total public and private losses which were estimated at $19 billion, and then you break that out, so about $4 billion was covered by private insurers, about $5 billion expected to come from fema and then come up with the $9.8 billion figure which is just part of the $30 billion aid package that new york governor andrew cuomo has requested. what mayor bloomberg has done, brooke, he sent a letter to the members of the new york state congressional delegation asking for this money, saying, new york city will struggle to recover in the long-term unless this money -- this federal funding is given. >> was he being specific as far as where in the city the money

't a conservative say, this works? legitimate question, especially in the aftermath of sandy. we had an article in "the new york times" that big storms require big government. i have a brother there right now who weathered out the storm. he has his own generator. he is not a survivalist. he's a pilot with delta air lines, who ordinarily tells me, you are an idiot libertarian. anybody who does not vote for obama is a racist, etc. in the last couple of days, he has been ranting about how nobody is allowed back on the island. all of the people who evacuated -- this is a great example of setting up perverse incentives. next time, when they tell you to evacuate, you would be a fool to do so, because it has shown after half a week, they are not letting anybody back on the island. he is ranting. the government needs to get out of our way, let people back on the island. who is better at bringing themselves back from a disaster than the people who actually live there and have homes there and operate businesses there? the jury is out on sandy and thethe governor of new jersey is in a fight with the mayor

was affected by hurricane sandy. how much money do you think new york and new jersey can actually hope to get from washington to help recover? >> i think it is too early to venture a guess as to how much money. we'll see. clearly a large amount of money is needed. one interesting fact that i don't think has been mentioned is that fema has in its current budget in its current account which doesn't need replenishment from congress about $6 billion. all of which it could spend on new york and new jersey and connecticut. and that would exhaust its funds for the year. it would then have to come back to congress either for more funds but also because there will be other natural disasters there will be tornadoes in the midwest, flooding somewhere else an earthquake. and for any of that, to have any money, they're going to have to come back to congress. not simply for the new york/new jersey tri-state area. >> eliot: i hate to say it is a good thing but it means there will be a larger political coalition that will be supporti

failure to abide by the rules. i want to make it abundantly clear we are in the same situation. sandy and i was a "profile in courage" almost to support china and we have consistently supported our position as most people are supporting the committee's position and the congress position as relates to allowing russia to assume the responsibilities of joining the w.t.o.. and while we have no guarantees that she will abide by the rules, at least we do have she recognizes that they are international rules. and for those people that are just monitoring the behavior of the people's republic of china, we have to realize that in order to get people to cooperate and to find some discipline in international trade, they have to join. and this goes a long way in making certain that only that we create the jobs and improve commercial trade with russia, but also it encourages the administration now to see what works for the great united states, what really works improve the quality of trade between all nations, and gives us another tool to work with. so i want to thank sandy and the chairman of the
